tuition fee income at a new institution might not reach 12% of its recurrent costs in the early years. The aim should, therefore, be to reach the target rates by 1993-94, the end of the 1991-94 triennium. It is proposed that these recovery rates should be phased-in as follows :

The proposed fees are based on percentages of estimated unit costs at 1988-89 prices (based on rough estimates of recurrent costs of the institutions and projected student numbers) and will have to be revised upward in the light of future inflation and other cost increases. Members will, of course, be consulted when specific proposals are made.
