the memorandum but that in

schools which are overprovided

with teachers any vacancies

which subsequently occur should

not be filled until they have

normal

reduced

27 of the memorandum should

proceed subject

the

necessary financial provision;

that continuing efforts should

made

to

encourage

participation by those schools

which have not yet agreed to

that in recruiting teachers for

the scheme every effort should

be made to accommodate the

wishes of the schools concerned

about the type of teachers

selected and to inform the
