The Council ADVISED and the Governor ORDERED :

(a) that the Dutiable Commodities

(Amendment) Bill 1986 at Annex

B to the memorandum should be

introduced into the Legislative

Council;

that the Dutiable Commodities

(Amendment) Regulations 1986 at

Annex C to the memorandum

should

be

approved

in

principle, to be referred back

to Members to be made after the

Bill has passed into law; and

that the case for legislation

to introduce a royalty element

should be re-examined but that

when the Bill is

is introduced in

the Legislative Council, there

should be no reference to that

examination.
