REVIEW OF AIRPORT HEIGHT RESTRICTIONS
Introduction
On 18 June 1985 after consideration of memorandum XCR (85)123 which dealt with a request for an exemption order under the Hong Kong Airport (Control of Obstructions) Ordinance ("the Ordinance"), the Council advised and the Governor ordered, inter
inter alia, that a memorandum should be submitted for the information of the Council explaining the scope, implications and timing of the ongoing review of airport height restrictions.

Airport height restrictions are effected by Orders made under section 3 of the Ordinance with the authority of the Governor in Council. The Orders refer to plans prepared by the Lands Department on the advice of the Director of Civil Aviation with a view to safeguarding aircraft operations. Copies of the plans are deposited in

The present series of plans is based primarily on standards, recommended practices and guidance material contained in two documents published by the International Civil Aviation Organisation (ICAO). They are Annex 14 "Aerodromes" which deals with the physical characteristics and obstacle limitation surfaces to be provided for at aerodromes, and Document 8168 "Procedures for Air Navigation Services, Aircraft Operations" which deals with the construction of flight procedures.

In 1982, Document 8168 was extensively revised and a preliminary examination indicated that if the new criteria were to be adopted, many of the existing height restrictions would need to be revised. It was realised that translating the criteria into actual plans, in the special circumstances of Hong Kong, would require specialist expertise and facilities, so the UK Civil Aviation Authority (CAA) were in
