The purpose of this memorandum is to seek Members approval for amendments to the Pleasure Grounds (New Territories) Regulations (Chapter 132), which would give effect to proposals for the revision of fees charged for the use of facilities in sports grounds controlled by the Regional Services Department and for the specification of certain sports grounds. The Pleasure Grounds (New Territories) (Amendment) Regulations 1986 are accordingly annexed for Members' approval.

The Pleasure Grounds (New Territories) Regulations include the fees to be levied
to be levied for the use of the pleasure grounds, which include sports grounds, indoor games halls, tennis courts, squash courts, bowling greens, golf
golf putting greens, and obstacle golf courses.

The use of public pleasure grounds in both the Urban Council and the Regional Council Area is substantially subsidised. In both areas fees and charges have been set at a level aimed at optimising the use of the facilities. Fees in the New Territories have tended
have tended to lag behind those in the Urban Area, but the Provisional Regional Council has accepted that generally speaking fees should not be far behind the Urban Council's fees. It has accordingly endorsed the revised fees proposed herein after a careful examination of them.
Proposals
A. Fixed Fees

Part 1 of the Schedule of the Regulations lists the fixed fees applicable for use by a hirer who is not charging fees for spectators. These broadly cover football pitches, athletics grounds and related facilities.
