Housing issues like rent increases, are bound to attract strong public reaction. Therefore, the announcement of the proposed rent increases will be accompanied by suitable publicity stressing that :
(a) the increases are small in money terms;
(b) the new rents will still be considerably
below the market level; and
(c)
these profit-oriented shops, restaurants and clinics are being heavily subsidised as the Housing Authority would still incur a forecast deficit of $12.9 million in 1986/87 in the working account for the
the premises concerned, even after the proposed increases.
