For the purposes of this Memorandum, the products listed in Column (c) in the Annex shall be classified as if each product consists wholly of that fibre which predominates by weight; where two or more fibres are of equal highest weight the fibre of equal highest weight which is subject to these arrangements shall be deemed to determine the classification of the product.

9.

The Government of Hong Kong and the Government of Switzerland agree to consult, at the request of either party, on any matter arising from the implementation of these arrangements.

10.

The Annex to this Memorandum shall be considered an integral

part of it.
