(a)

Terms of reference

To identify and assess the effectiveness of those legislative and administrative arrangements currently in force which are designed to deal with offenders under the age of 25 and other young people;

(b) to establish whether those arrangements

comprehensively cover all cases that merit governmental control or

intervention;

(c) to assess whether those arrangements

would have greater effect if better co-ordinated;

(d)

to make recommendations in the light of the assessments carried out under (a), (b) and (c) above; and

to report to the Fight Crime Committee.
