In order to assess the need for ILOSS, and the level and sophistication of integration that might be appropriate, the Police, the Judiciary, the Correctional Services Department and Social Welfare Department were asked to indicate the types of statistical information they would like to have from such a system and to what use they would wish to put it. The following statistical needs were identified

(a) a regular supply of data on recidivism
from the integrated data base, which would be used to monitor and evaluate the work of the penal system;

data on convictions of offenders accumulated over time. Studies could then be made of the criminal behaviour development of offenders. These are essential for assessing the success or otherwise of particular treatment and whether any changes are necessary;
data on offences, integrated with those on offenders. Such cross referencing would be most useful for in-depth analysis of offences and offenders; and
a comprehensive integrated data base. This would be used for various in-depth studies of the law and order system and for different types of planning.
The RSC considered an outline of the proposed ILOSS in October 1985. A detailed proposal with the necessary organisation and costings of the system will be considered by the RSC at its next meeting.
CRIME VICTIMIZATION SURVEY

In August 1984, the Fight Crime Committee endorsed a proposal to conduct a third Crime Victimization Survey to cover crime in 1984, with a view to reassessing the level of success achieved by the Police in encouraging the public to report crime. and in eliminating causes of justifiable dissatisfaction with the standard of service provided to the public by the Police. Because of budgetary constraints, the application for the necessary funds for the survey was unsuccessful.
12.20 A new survey plan has been prepared at a total cost of $2.3 million. Funds are being sought in the 1986/87 Estimates for the survey, which would take place in January 1987 covering crime in 1986.
