10.13 The WGY supported in principle the idea of a Young Offender Authority for Hong Kong. But some members had reservations as to whether it would be possible to overcome the practical difficulties in arriving at a suitable administrative arrangement such that the Young Offender Authority could adequately discharge its responsibilities. A working party has been set up to consider how a Young Offender Authority could operate in practice.
REPORT TO THE FIGHT CRIME COMMITTEE
10.14 The WGY made its first report to the Fight Crime Committee which endorsed the following recommendations :
(a) that the Attorney General pursue with
the Commissioner of Police the implementation of additional guidelines for the administration of the Police Superintendents' Discretion Scheme;

that admission criteria of some homes for girls operated by voluntary agencies be looked into with a view to speeding up placements;
that consideration be given by the departments concerned to separating the administration of cases dealing with care and protection from those involving criminal offences;
that properly trained teachers should be employed to run educational programmes in all institutions run by the Social Welfare Department and the voluntary agencies;
that more educational content be introduced into the activities
organised for young persons held on remand in institutions administered by the Social Welfare Department and voluntary agencies;
that consideration be given to excluding certain types of offences, such as triad-related offences, from the ambit of the proposed spent conviction scheme;
that full-time education be included in the correctional programmes for young offenders who have not completed Form III and are under 15 years of age;
