SEMINARS ON UNRULY AND DELINQUENT BEHAVIOUR IN SCHOOLS

As reported in Chapter VIII of FCC Report No. 4, a series of seminars was conducted in March 1985 at 14 centres throughout the territory and attended by 1,350 heads and teachers. The Standing Committee has now considered a report on the seminars. The report showed that the seminars were well received.

The Standing Committee considers the seminars very useful and has advised that they should continue to be held on a yearly basis.

INVOLVEMENT OF JUVENILES AND YOUNG PERSONS IN CRIME

The Standing Committee considered a paper on the involvement of juveniles and young persons in crime prepared by the Research Sub-Committee. asked to make suggestions on ways to improve the existing measures for dealing with the problem of juvenile delinquency in respect of students. The Standing Committee observed that since it was the policy of the Police that schools should not normally be told about individual cases committed by students outside school, it would be helpful to provide schools with such information as the general pattern of crimes committed by juvenile and young persons.

The Education Department has agreed to consider ways and means of helping the schools to deal with these problems and to steer students away from the most common crimes. The Advisory Inspectorate will also provide schools with some broad advice to deal with such problems. In the event that the school support team is set up, it will be able to visit individual schools and give more specific advice on how to tackle specific problems. In the meantime, all other measures which have been put into effect, such as the strengthening of remedial teaching and the school social work scheme, will continue to be pursued.

The Students Guidance Section and the School Psychological Services Unit of the Education Department continued to handle children with behavioural problems. During the period under report, 1283 cases were referred to the Student Guidance Section (out of which about 20% were concerned mainly with behavioural problems) and 167 behavioural cases were referred to the School Psychological Services Unit for remedial treatment.
