Research
The Research Sub-Committee studied two groups towards which it might be practical to direct crime prevention programmes : juvenile offenders in public housing estates and multiple offenders. A study of crime in public housing estates in 1984 revealed that the crime rates were higher than those in private residential blocks in respect of serious assault, snatching, trafficking in dangerous drugs, and rape and indecent assault on female. The prosecution rate for public housing estate tenants was also higher, in the age groups 7 - 15, 16 - 20 and 31 - 40. The sub-committee did not consider that these statistics on their own were indicative of any particular trend and it will continue to monitor the crime situation in public housing estates. Further studies will be conducted on the possible causes of the high offender rate of young persons.
On multiple offenders, the sub-committee considered that the research conducted so far has not produced statistically reliable results. A research design will be prepared for an in-depth study that will give reliable results, taking into consideration the findings of the reports prepared by the Correctional Services Department.
The sub-committee will oversee the establishment of the Standardised Law and Order Statistical System, which will produce compatible statistics for the use of all branches of the criminal justice system. It will further examine the need for a more sophisticated Integrated Law and Order Statistical System, which would produce a comprehensive integrated data base for various in-depth studies of the law and order system and for different types of planning.

Chapter XIII District Fight Crime Committees

The District Fight Crime Committees (DFCCs) now well established in all the 19 districts. We continued to receive reports on their activities and to join committee meetings on a roster basis.
All the DFCCS considered and supported the Neighbourhood Watch Scheme and buildings have been selected for participation in the scheme. Other subjects widely discussed included triad and gang activities, juvenile delinquency and vice establishments.
