HKU Staff Terminal Benefits Scheme

Your letter of 9 July 1985 was discussed by my Committee at the meeting in London last month.

Members noted that two issues arise:-
the question of comparability between HKU's Staff Terminal Benefits Scheme and the Government's pension scheme; and
the political question of whether HKU should be seen to be effectively insuring against the possibility of a fall in the value of the Hong Kong dollar.
As regards comparability with civil service benefits, the Committee's responsibilities are set out in Chapter 3, paragraph 19 of the Notes on Procedures as follows:-

· terms and conditions of service other than salaries are not formally approved by Government but have to be held close to those in Government. Questions regarding changes in staff terms and conditions should be referred by institutions to the UPGC for advice on comparability.
As you point out in your letter, HKU did not refer this proposed change to the UPGC for advice as to comparability with Government terms of service. Had it done so prior to April 1984 when the change was introduced, it is problematical what the advice of the UPGC would have been. Certainly, advice of
