A press release will be issued. It will emphasise that the abolition of the Emergency Relief Fund does not signify any change in the government's commitment to provide emergency relief whenever necessary. It will also point out that nowadays the Fund consists almost entirely of allocations from general revenue.

to advise whether the Emergency Relief Fund (Repeal) Bill 1986, annexed, should be introduced into the Legislative Council; and
to note the revised arrangements for the administration
emergency
relief, summarised in paragraph 10 above, to be implemented upon repeal of the Emergency Relief Fund Ordinance.
