Introduction
The purpose of this memorandum is to seek Members' approval for the introduction into the Legislative Council of a bill to repeal the Emergency Relief Fund Ordinance and to inform Members of proposed revised arrangements
for the administration of emergency relief.
Background

The Community Relief Trust Fund Ordinance (Chapter 1103) of 1962 established a trust fund known as the Community Relief Trust Fund. The fund consisted of the unexpended balance of sums donated by the public in the early 1960s for the aid and relief of people who suffered loss as a result of four natural disasters, and further public donations for these Or similar objects received by the trustee, the Director of Social Welfare Incorporated. The Ordinance also provided for the establishment of a committee to administer the fund.

Although the fund originally consisted of the unexpended balance of sums donated for the victims of specific incidents, a proposal in 1972 to transfer to the fund the unexpended balance of sums donated by the public for the victims of the June 1972 rainstorm disaster was not proceeded with after the Attorney General had advised that, as the money was given for the relief of those who suffered in that incident, the remaining balance must be spent on that object and no other. Donations for victims of specific disasters have since been handled in accordance with the Attorney General's advice and only donations made for general emergency relief purposes have been paid into the fund.

The Ordinance was renamed the Emergency Relief Fund Ordinance in 1973. The Emergency Relief Fund provides grants and loans to persons in need of relief as a result of fire, flood, typhoon, tempest or other natural disasters. The main categories of benefit are death or personal injury grants, household rebuilding grants, vessel repair ΟΥ replacement grants, primary produce grants and special grants at the discretion of the Emergency Relief Fund Committee.
