In a submission about the funeral of Sir E Youde I
mentioned that the Acting Governor, Sir David Akers-Jones,
seemed to have different views from Sir E Youde on a number
of issues. The Secretary of State asked if there were any
of importance.

There are only two significant points worth noting at
this stage:
i) The 1987 Review. I have minuted separately on
this. I was struck both by the readiness with which
Sir D Akers-Jones was willing to discuss the
possibility of postponing the review and his paramount anxiety to avoid confrontation with Peking on the issue. I doubt whether, in analogous circumstances, Sir E Youde would have approached the problem in quite the same way.
ii) Establishment of the Joint Liaison Group in Hong Kong after 1988. Sir E Youde took a very strong line against posting the Senior British Representative on
the JLG to Hong Kong when its "principal base" is established there in July 1988 under the terms of the
Joint Agreement. He was concerned at the constitutional
and political implications of having a senior FCO official
in Hong Kong reporting direct to the Secretary of State
rather than through the Governor. Sir D Akers-Jones
took exactly the opposite point of view, arguing that it would be important to have the Senior Representative
working in Hong Kong from 1988 because of the amount of
work which the JLG would have to do. (Comment. We are still working on the options following extensive consultation with Hong Kong and Peking. Partly because of Sir E Youde's views, but partly also because of personnel and other implications, we have been working most recently towards a recommendation that the Senior
