clear to us why monitoring by the British Government
shall necessarily be regarded as undesirable, or how the
suggestion of monitoring by the Chinese might be given.
Perhaps the point might be clarified or omitted:
in para 4 we assume that the second sentence means that
the survey office would not be accommodated within the offices of any other government department or agency.
We presume you consider that this is presentationally
necessary to give the office a separate profile, but
would not (not) unduly build it as an independent entity:
