Background and Argument

In my submission of 18 November I summarised the current

state of the Hong Kong Government's thinking on how public views might be assessed in the 1987 Review.

Following informal consultation with ExCo Hong Kong have now formulated more detailed

proposals, which are

entail:

consistent with their earlier ideas.

They

(a)

the

(b)

establishment

of a survey office, headed and staffed by

Hong Kong civil servants but visibly separate from the HKG machinery and reporting direct to the Governor-in-Council.

the appointment of two monitors, who would have full access

to the survey office's work and who would be members of high standing in the Hong Kong community:

terms

of

reference for the office

and the monitors

which

carefully limit

limit their functions SO as to exclude the making of any judgement on the issues under review.
