HONG KONG: GOVERNOR'S VISIT TO PEKING: 1-5 DECEMBER

1.

Mr Renton may

find it useful to have the

Department's assessment

visit to Peking.

2.

of the late Governor's recent

Sir E Youde's death in Peking during the night of

4/5 December has inevitably overshadowed the visit. Its

official purpose was to attend the opening of the Hong

Kong Trade Development Council's office in Peking. As

part of these proceedings the Governor and TDC delegation

met Premier Zhao Ziyang on 3 December. Discussion mainly

on

focussed

the advantages of increased economic

cooperation between China and Hong Kong.

On the day before he died the Governor also had

full day of calls on the leading Chinese figures directly

involved in Hong Kong affairs: Vice Foreign Minister Zhou

Nan, and State Councillor Ji Pengfei, Li Hou and Lu Ping

(respectively Head, Deputy Head and Secretary General of

the Hong Kong and Macau Affairs Office). A11 of these

calls were almost completely taken up by discussion of the

structure

of

government

and

the

Basic

Law.

The Governor's meetings with both Zhou Nan and Li

BCD Hou (accompanied by Lu Ping) covered this issue at length.
