Committee on Promotion of Civic Education

Objectives and Scope of Civic Education

At the present stage, the objectives of Civic

Education should be

"to foster the public's sense of concern about community affairs and encouraging their participation in them, develop their ability to think independently,

promoting their understanding of their

traditions and cultures, and help

to cultivate a sense of belonging to

Hong Kong so that they will want to contribute to the future society."

The basic content and scope of civic

education should enable the public :

to understand and practise 'responsible citizenship';

to understand and uphold civic rights and responsibilities;

to understand the main elements that have

contributed to making Hong Kong an open,

cosmopolitan and modern society, such as

its social, politicial, economic and legal

systems;

4. to have a better understanding of politics,

thus enhancing the ideas of freedom, democracy, the rule of law, and social justice;
