opportunity to indicate
our wish to maintain the momentum of our
dialogue during 1987. There will be difficult decisions to be
taken on Hong Kong constitutional issues during the year, and it
will be important for us and the Chinese to keep abreast of each
other's thinking, and, if necessary, for us to steer the Chinese away from any unhelpful intervention during the progress of the
1987 Hong Kong review. Provisional arrangements for contacts
between the Secretary of State and Wu in the summer of 1987,
mid-way between Wu's UK visit and the UNGA in September, would
seem to be prudent. There will no doubt also be other bilateral
issues which might then be discussed.
