The purpose of this memorandum is of the present situation with regard to the promotion. of civic education both inside and outside of the school system.

BACKGROUND

In the 1984 White Paper on the Further Development of Representative Government, it was acknowledged that many organisations and individuals had expressed the view that arrangements should be made to raise the awareness of the people of Hong Kong in political and constitutional matters that they would be able to understand better all the implications and complexities of proposals for the development of the system of government in Hong Kong.

Under the then Secretary for Home Affairs, and later the Secretary for Administrative Services and Information, it was decided chat civic education outside schools should be pursued principally through strenthening publicity relating to the working and recent developments of

of government. Working groups were set up to oversee different areas of publicity. At the same time, the then SHA wrote to the chairmen of the various advisory boards and committees, encouraging them to publicise the work of their committees.

The Secretary for District Administration took over the policy for civic education outside schools at

at the end of 1985, whilst the Director of Education remained responsible for civic education within the school system.

PRESENT POSITION AND FUTURE DEVELOPMENTS

Civic awareness has long been promoted through the formal and informal curriculum. It has been taught through the medium of Social Studies in the primary school curriculum, and at the secondary level through subjects such as Social Studies, Economic and Public Affairs, Economics, Religious Education, Geography, History and Chinese History.
