The points to make summarise the key arguments, placing

some emphasis on the influence which our preferred option would

give us over selection of the first Chief Executive of the Hong Kong SAR. The defensive points (paras 8-10) pick up queries which we would expect to be in the Prime Minister's mind.

Representative Government (OD (K) (86)2)

The points to make concentrate on the key issue of direct

elections. They reflect the caution about the introduction of

a directly-elected element to LegCo which the Secretary of

State voiced on his return from his recent visit to Hong Kong.

On possible outcomes of the 1987 review and ways of handling these with the Chinese (para 6) they go just a little further

than the paper does: I felt the Secretary of State might wish to indicate orally to his colleagues, in very general terms,

what might be the options which we could face.

5. The most recent discussions within the Basic Law Drafting

Committee and its sub-groups, and associated statements to the

press by the Chinese participants, do not give any cause for

optimism that it will be easy to reach a common approach with

the Chinese to the question of direct elections. The Chinese

are explicitly leaving open the possibility that even when the draft Basic Law is published in 1988 it may not contain
