1.

Various people have noted the emergence of a publication called "Hong Kong Monitor". This is produced

by the Sherwood Press of London, edited by Mr James Shepherd. As far as I can see, it has been sent unsolicited.

2. I suspect that this publication is Taiwan-funded. The Sherwood Press used to publish for about 2 years "the Korea Newsletter". This too was sent unsolicited to anybody who might be interested. Like the "Hong Kong Monitor" it largely consisted of reprints of articles from other publications, often well out of date by the time they appeared in the "Korea Newsletter". Mr Shepherd, whom I met at last year's Korean National Day party, said that the "Korea Newsletter" had been paid for by the Korean government specifically by the

International Cultural Society of Korea. This is a wholly government funded, but quasi independent body. Following a change of president of ICSK, the subsidy to the "Korea Newsletter" came to an end and so did the publication.

3. Many of those in the "Friends of Hong Kong Committee" as listed on page 2 of the "Hong Kong Monitor" are known for their right-wing and anti-Communist views. Dr Watkins, given as chairman of the committee, is a former lecturer in politics at Sheffield University, who has been much favoured by the Koreans. Professor Ferns, also formerly of Sheffield University, is another recipient of Korean Mr Crozer is the author of a not - unfavourable book on Chiang Kai-Shek. Lord Chalfont, Baroness Cox, Dame Jill Knight, and one or two of the others have played prominent parts in advocating right-wing causes.
