MA Man-kei, a Macau delegate to the NPC, said on 23 October

that according to Chinese officials a draft agreement on

Macau's future would be signed in Peking in February 1987.

The celebrations passed quietly without incident. Their scale appears to have been little different from last year. Some districts, especially those with heavy concentrations of pro-KMT supporters, reported more conspicuous displays of flags but overall there appear to have been fewer flags.

KMT supporters are preparing to celebrate the 100th Anniversary of the birth of CHIANG Kai-shek (31 October 1986) as well as the birth of Dr. SUN Yat-sen (12 November 1986). A proposed public rally at Victoria Park on 9 November has been dropped for fear that it could have (a) given rise to communist counter-moves; and (b) caused embarrassment to the

Hong Kong Government. This attitude has been reflected in the right-wing Trades Union Council's approach to the forthcoming Labour Advisory Board elections which has seen them collude again with neutral and communist trade unionists to ensure that representatives of all political shades of opinion are

elected.

Despite this it is clear that the KMT are still opposed to any outward show of co-operation with the communists. One right-wing trade unionist was reprimanded for having taken part in a meeting on workers' welfare which was also attended by communist trade unionists. The KMT have also caused a list to be made of all District Board members who attended China's 1st October celebrations, preparing to classify all of them as pro-communist.
