I see that you now have a read out of the meeting between Sir Y K and the Prime Minister which gives the basis of a line for the Secretary of State to take with WU (FCO telno 1271 to Peking).

2. I think it would be useful for the Secretary of State, when dealing with this subject, to add the thought that meetings between himself and WU (e.g. Brussels) are very useful to keep in touch on Hong Kong developments as well as world affairs in general. He might ask WU to let him know if he is ever planning to travel to or through Europe so that they could see whether further such ad hoc meetings might be arranged. In addition, there should be an opportunity to meet at the UNGA.

3. I have discussed this with the Governor. We both have in mind the thought that a continuing dialogue at various levels will be necessary next year. We have talked about the possibility of further visits by the Governor to Peking. Meetings between the Secretary of State and WU, particularly if they can be arranged without giving the impression of crisis, would be a useful, part of this process. Depending on how the 1987 Review goes, they could even be essential.
