Introduction

1.

The purpose of this paper is to report to the Sub-Committee on progress in the development of representative government in Hong Kong. It covers the following aspects:

(i)

issues considered in the 1984

(ii)

(iii)

review of

representative

government and the changes adopted as a result: preparations for the further review to be conducted in 1987, and the main issues that will be considered then:

the present state of Hong Kong opinion on those issues:

(iv)

the problem of compatability with the structure of government to be laid down in the Basic Law for the Hong Kong Special Administrative Region (SAR) of China:
