regard to security forces other than the garrison.

The Chief Executive (Designate) has by now for some two years been exercising the powers which he will exercise on 1 July 1997 as
Chief Executive.
On 1 July the Governor's powers and HMG's powers in regard to
foreign affairs and defence pass to Peking.
Arrangements will have been made for members of the Public
Service and Judiciary to become servants of the SAR Government in
place of the Hong Kong Government. The rincipal Judges and
Principal Officials should have been confirmed in office by the
People's Republic of China in advance of that date.
