BACKGROUND
1.
Mr Parry is a regular questioner on Hong Kong affairs.
2.
The New Territories Heung Yee Kuk was formally established
in 1926. It is a statutory body which represents the indigenous
villagers of the New Territories and advises the Hong Kong
Government on New Territories affairs.
3. The recently established Regional Council covers the entire
New Territories. Its functions mirror those undertaken in the urban
areas by the Urban Council. The Regional Council has a formal

link with the Heung Yee Kuk through the ex-officio membership of
the Kuk's Chairman and two Vice-Chairmen on the Council.
addition, three of its appointed members are chosen from members
of the Kuk to ensure that the Council has a strong relationship
with the traditional inhabitants of the New Territories.

The draft reply has been agreed with Hong Kong and Peking.
