HONG KONG: PAPERS FOR OD(K) MEETING

1. Thank you for your minute of 27 October, recording the

Secretary of State's comments on our two draft papers.

I submit, as instructed, redrafted

redrafted versions of both

papers. They have been seen and agreed by Dr Wilson.

The Governor and the Chief Executive

I have recast the draft paper to take account of the

Secretary of State's comments. The paper now goes for devolution rather than delegation of powers to the Chief

Executive (Designate).

But this would have certain

political and legal implications if there was any question

It might be helpful to discuss

of getting the powers back. these at tomorrow's office meeting.

This draft has not been so substantially recast. The Secretary of State asked about its basic purpose. It is essentially a progress report, produced at the Prime

Minister's request: no decisions are called for at this

stage. The aim is to explain the nature of the problem

which we face, in particular in the context of the 1987
