This point is taken up in paras 3 to 4 of the telegram which I

have sent in reply. I have sought to reinstate the Secretary

of State's point about the possibly implications for stability

of the introduction of direct elections. I attach for ease of

reference the entire text of paragraph 34 as it would now

stand, subject to any reaction from the Governor.
