The purposes of this memorandum are:

to seek Members' endorsement of guidelines. for the

seek Members approval for the introduction into the Legislative Council of the Interpretation and General Clauses (Amendment) (No 2) Bill 1986 (Annex B);

to seek approval for the moving in the Legislative Council of a resolution to amend Standing Orders so as to permit Members to address

on subsidiary legislation in circumstances where no amendment is to be moved (Annex C).

On 18 February 1986 having considered XCC (86) 25 the Council advised and the Governor ordered:

that the guidelines described in paragraphs 14-16 of the memorandum should be resubmitted when the Legislative Council ad hoc group set up to consider related issues has had an opportunity to reach a conclusion;

that there was no objection to the contents of the memorandum being disclosed to Mr Peter C. Wong and Mr John Swaine on a confidential and personal basis to enable them to discuss its terms with Miss Tam; and
