MEMORANDUM FOR EXECUTIVE COUNCIL

STIPEND PAYABLE TO UNOFFICIAL MEMBERS

OF THE LEGISLATIVE COUNCIL

Introduction

On 14 May 1985, after considering memorandum XCC (85) 52, the Council advised and the Governor ordered, inter alia, that the existing system for the reimbursement of expenses upon monthly claim by Unofficial Members of both Executive and Legislative Councils should continue and that, in addition, a monthly stipend at a flat rate of $8,500, subject to annual review, should be introduced for Unofficial Members of the Legislative Council.

The purpose of this memorandum is to seek Members' advice on а proposed increase in the monthly stipend and to report on suggestions for changes to the system for the payment of allowances and stipends Legislative Council.

The introduction of an allowance in respect of expenses incurred by Unofficial Members of the Executive and Legislative Councils on UMELCO business was approved by the Finance Committee of the Legislative Council in 1976. The maximum allowance was initially set at $4,000 per month. maximum allowance has been revised regularly, usually on annual basis, with reference to price indices relating secretarial salaries, entertainment and travelling, currently stands at $10,200 per month. Since last year, the Senior Unofficial Member of the Legislative Council may claim twice this amount.
