The Secretary of State has considered your submission of 12 September, together with the comments of Dr Wilson. He is in general content with the approach described in paras 6-10 of your submission. He is not however convinced that an OD (K) meeting would necessarily be helpful, and sees the risk that discussion there could be unfocussed and confused.

The Secretary of State suggests that para 7.4 might be re-worded as follows: "indicate that we had been giving some thought to these issues and, if Wu had no objection, propose to summarise the results of our thinking in informal notes which he would give to him at their subsequent meeting in Peking".

Finally, the Secretary of State agrees with the argument in your para 11 that during 1987 we shall need to maintain contacts with the Chinese Foreign Minister to discuss the structure of government. He has commented that this will need careful planning given the other pressures on his diary next year.

The Secretary of State did not see before his departure for Brussels Mr Renton's comments on a side copy of the submission. You should however be aware that Mr Renton remains unconvinced on the point in para 4(iv) of your submission, and feels strongly that further thought needs to be given to this.
