Your letter of the 8th April was received here only last week as it was sent by sea mail which reinforces my impression that the U.K. Government is not particularly interested in what is happening in Hong Kong.

The last paragraph of your letter really only begs the question. I know that there are dedicated Civil Servants in Hong Kong and some ex-Hong Kong Civil Servants in London who are doing their very best.

But I am equally sure that most members of Parliament, and that unfortunately includes most members of the Government, couldn't really care less what happens to the population of Hong Kong after 1997 and one can't really blame them for this. Perhaps I should make it clear that the reference in my speech to this state of affairs was neither meant as a complaint nor as a condemnation. It was simply stating a fact and it is no bad thing for Hong Kong to be aware that it is being left to its own devices because in the end it is Hong Kong's population which will have to make at least a part of the bed that we all will have to lie on after 1997.
