4. I recommend therefore that we should reconsider the

question of whether or how to use the JLG machinery for

further discussion of the papers handed over by the

Secretary of State until after Mr Renton has seen Zhou Nan.

(The Governor in his latest telegram also takes the view

that the idea of discussion in the margins of the JLG should

not be raised by Mr Renton.)
