1 There is likely, initially at least, to be a need for pre- selection. Since we are considering the popular vote, the available machinery would seem to be constituted by the District Boards. But, as Hong Kong telno 2123 recognises, that immediate- ly raises the question whether the electoral college representa- tives are to continue, or whether they are to be replaced by directly elected representatives.

I don't think it is entirely inconsistent to have both a directly elected representation and representation of the District Boards, the popular vote and the local government vote could well be distinct, but if one were to have both such representations, Method 1 would become most incongruous and Method 2 would be preferable.

3. Indeed, I think Method 2 would be preferable in any event since the selection process would not involve a determination by the District Board concerned but merely a nomination by a number of members of a District Board. I think the numbers of nominators should be set higher than 10, but they should not be such as to constitute, in effect, a decision of the majority of members of a District Board.

4. I have no particular feel for the advantages of one or two member constituencies. I think there are arguments for both. I would have thought, however, that there were few arguments in favour of a territory-wide constituency and this seems to accord with the thinking both of Hong Kong and of Peking.

I agree with your suggestion that the new Green Paper should contain a number of alternatives.
