sub-group on HK's political system: The SAR legislature should not be constituted entirely by direct elections and only a small proportion of the seats of the legislature should be directly elected. Elections through functional

constituencies and electoral colleges should be retained.

BLDC member Martin Lee: The question of how the SAR chief executive would be chosen was more important than that of whether direct elections to Legco would be introduced.
