We have asked Hong Kong for their comments on these reports, and a copy of Mr Peirce's letter of 8 July is attached. We have received one of the two reports referred to in Mr Peirce's letter: copy of the other has yet to be retrieved. However, on the basis of our own observations, Mr Peirce's letter and the secret report attached to this submission, I believe we might deploy the following defensive line if the Chinese raise this issue (eg in the JLG margins):
(a) at highest representative level ie LegCo indications of
KMT affiliations in case of one elected member only.

At UrbCo/RegCo level March 1986 elections showed only minimal support for KMT representatives.

At District Board level very limited (support in March 1985 elections; and local political affiliations play a far more important role in deciding electoral results.
General: KMT does not command wide support in Hong Kong even at a local level- and its influence seems generally to be declining (as it has for several years); this weakening is reflected in the poor results it has achieved under Hong Kong's representative system; but we and HKG are alert to need to monitor KMT activities in Hong Kong very closely and will continue to do so.
