In the west, there are two election systems. One system

is to divide the territory into different constituencies. The party

or organisation with the highest votes will get all the seats.

Another is the proportional representative system, i.e., to divide the seats proportionally according to the number of votes a party or

organisation gets. Hong Kong's legislature and district boards can

study the different effects of the different election systems.

The selection of the Chief Executive will require a

committee that can represent all sectors and interest organisations

to search and agree on the candidates. Then the candidates will be

presented for a general election. If the candidate with the highest votes cannot get more than half of the votes, then there will be a second round of election for the two persons with the highest

votes in the first round. Under this election system, the Chief

Executive elected will command the support of over half of the voters

and is more acceptable to various sectors and interest organisations.

The western political system attaches great importance to voting or legal procedures. The person in power does not represent

absolute truth, or that he never makes mistakes. But since he is

subject to the restraints of the democratic political system, he

cannot act as he pleases. If the people consider him incapable of continuing his duties, he can be replaced when his term of office expires. He may also be impeached when a number of votes in the legislature the organisation that elects the Chief Executive obtained. Then he can be recalled with the consent of the central

Government. Why do we need the consent of the central Government? Since Hong Kong is a local Government where appointments are made by the central Government, recalls should also be made by the central Government. This is in accordance with the spirit of the Sino-British

Agreement.
