The democratic construction of Hong Kong entails three major

elements: democracy, construction and viewing the Hong Kong issue from

the stance of Chinese people.

The democratic construction of Hong Kong is entirely in line

with the interest of China's four-modernizations and will also contribute

to the success of the "one country, two systems" concept.

China's support for democracy in Hong Kong will be demonstrated

in the process of implementing the "one country, two systems" concept as

well as the actual work in formulating Hong Kong's political structure.

The second meeting of the Basic Law Drafting Committee will be

held in Beijing in April. The major topics for discussion will be the

structure of the Easic Law and the Drafting Committee's division of work.

It can be expected that with the start of the formulation of the

Basic Law, there will be a mass fervour on the "draft of the Basic Law"

among the people of Hong Kong, with people putting forward all kinds of

opinion. Such a phenomenon should be welcomed because it shows that the

people of Hong Kong can now face the implementation of the unprecedented
