"Accountability" in the Joint Declaration

I refer to our telegram no. 157 of 15 January 1986 and your reply (Telno. 61 of 18 January 1986) on the above subject.

Following this correspondence the Administration has been working on a draft ExCo memorandum for Part II, setting out the manner in which the legislative/executive relationship here works in detail. After considerable deliberation a final draft has been arrived at which I attach for your comments. The intention is to keep the paper short and descriptive, concentrating on the situation in Hong Kong.

It is not the Governor's intention to put this memorandum to the Executive Council yet, as the subject is not at present a "live" one. However he considers it wise to have a draft "on the stocks" in case the issue revives.
