"The House of Commons has the power to send for persons whose conduct has been brought before the House on a matter of privilege by an order for their attendance, without specifying in the order the object or the causes where on their attendance is required; and in obedience to the order Members attend in their places, and other persons at the Bar.

When the attendance of a witness is desired, to be examined at the bar, by the House of Commons, or by a Committee of the whole House, he is simply ordered to attend at a stated time. **

It is a purely procedural provision which requires that every person lawfully ordered to attend as a witness before the Council or a committee shall be notified by way of a summons issued by direction of the President. It provides for the form of such summons and the method of service. Erskine May (p. 739) states -

"

and the order, signed by the Clerk of the House, is served upon him personally, if he is in or near London; but if he is at a distance, it is forwarded to him by the Serjeant at Arms, either by post, or, in special cases, by a messenger."
