It was agreed that our proposals must not give impression of being a draft of the Basic Law. Instead a paper would be prepared in the following parts:

a description of how Hong Kong runs now, emphasising in particular how much the practice varies from the formal position;

the state of opinion on issues which would arise in the 1987 Review and the possible changes which might result from it;

(3)

proposals for achieving a transition in 1997 ("convergence").
