I enclose a copy of a letter to the Prime Minister from a Mr. Walter Sulke, an Urban Councillor in Hong Kong.

I should be grateful for advice whether there is any particular reason for the Prime Minister or No.10 to reply to Mr. Sulke's letter, or whether it is sufficient for the Foreign and Commonwealth Office to do so.
