executive is supported by people of various quarters in Hong Kong and is acceptable to Beijing. This is very conducive to Hong Kong's prosperity and stability, and it adheres to the principle of Beijing's not sending people to govern Hong Kong which will be ruled by the locals.

Some professionals have the misunderstanding

While

that Beijing attaches importance only to the leading capitalists, and that the future rulers of Hong Kong will be the big bosses who act like dictators in their enterprises. In that case, Hong Kong will be denied of democracy and the channel for the intelligentsia of Hong Kong to participate in politics will be blocked. This kind of worry is uncalled for. In all capitalist countries, it is always the leading capitalists or consortia that exercise influence over the political situation and the result of elections. cases of capitalists personally coming out to the open to become president are not unheard of, these only amount to a very small number. In most cases, it is the professionals who are well experienced in administration that fill the posts of chief executives. Hong Kong, being a complicated and highly modernized city, all the more needs a shrewd and capable administrator to be the chief executive and Beijing should well understand this point. Now, even the

mainland employs professional experts to fill the posts of mayors and governors so as to promote the Four Modernizations,

it is only logical for the post of chief executive in Hong Kong be filled by a professional bureaucrat. Hong Kong has

had for a long time a highly efficient civil service. It

may as well be an alternative to look for qualified persons

from the existing senior administrative officers of the

civil service. Of course, there are qualified persons in the

LegCo who are well-versed in the operation of the political

system. This may also be a source. The merit of indirect elections is that people of the electoral college need not

come out to the open to take up the post of chief executive.
