In most cases, it is the professionals who are well experienced in administration that fill the posts of chief executives. Hong Kong, being a complicated and highly modernized city, all the more needs a shrewd and capable administrator to be the chief executive and Beijing should well understand this point. Now, even the
mainland employs professional experts to fill the posts of mayors and governors so as to promote the Four Modernizations,
it is only logical for the post of chief executive in Hong Kong be filled by a professional bureaucrat. Hong Kong has
had for a long time a highly efficient civil service. It
may as well be an alternative to look for qualified persons
from the existing senior administrative officers of the
civil service. Of course, there are qualified persons in the
LegCo who are well-versed in the operation of the political
system. This may also be a source. The merit of indirect elections is that people of the electoral college need not
come out to the open to take up the post of chief executive.
