(Ming Pao): It said that there was no reason why China should intervene if reforms in HK were conducive to prosperity and stability. It was not a question of political reforms leading the Basic Law or the other way round. The two should be aimed at maintaining the existing systems, guid ing HK on a course to freedom, the rule of law, prosperity and stability.
Legco members Szeto Wah and Martin Lee: They spoke against a suggestion that the section of the Basic Law on HK's political structure should be brought forward for completion in 1987. Mr Lee said people might not have confidence in a Basic Law which was drafted hastily.
