Members of the two councils have already begun to 'leak

out' information by outlining their plans for constitutional reforms in 1987. Lydia Dunn had already broached the idea of ministers coming from the LegislativeCouncil. In this case, the ministers, who make policy decisions, will be selected from the ranks of Legislative Councillors while branch secretaries will only be responsible for implementing policies. S.Y. Chung, on the other hand, noted that the Governor will become a 'symbolic leader' and

that the chief executive of the future SAR "must be accountable

to the Legislative Council and not the Central Government". "Branch

secretaries not sitting on the Legislative Council cannot take part

in the decision making," he said.
