contemplations therein, he decided that it wouldn't be a case. It would be a Chinese appointed Governor and therefore Hong Kong people

Hong Kong? I have described to you the way that the Legislative Council has developed over the last 12 months, and will develop in the future. Are we, in fact, making the decisions in Hong Kong which contribute to stability and prosperity, or not? Are we failing to make those decisions? My answer is that we are making those decisions, but to want everything completely clear, in black and white, at the beginning of this Review period, I think is asking too much. The point is that we must continue to govern Hong Kong responsibly and well, through a quite delicate process of change, and it must be gradual change.
