I don't think that we should fix a

date for the next Review. But the development of the system will continue, I imagine, after 1988. How it will be reviewed and developed after that period, I couldn't say.

Going back to your exchange of

views, how are you to ensure that that won't amount to interference from China in Hong Kong affairs?

A.

Well, I think I must come back to

my earlier answer that the British Government is responsible during this period for governing Hong Kong, and for the administration of Hong Kong, Ultimately, the decisions are theirs.

Q.

But ultimately, whose opinions matter more? Those of China or those of the Hong Kong people? I mean if their opinions are not the same, who is going to win out, as far as the British Government's decisions are concerned?
